The Dukes of Hazzard Wiki

A Balladeer, by definition is a 'singer of ballads.'

In the present case, a balladeer is an omni-present host and narrator. He comments on the story shown in the pictures.

Gy Waldron expressed that the function of the Balladeer was to give each scene a 'ballad' and move the story along "like a Greek Chorus". They used the balladeer to help bridge scenes and enable the scripts to be more compact[1].
