As you already realize, Wikia has rolled out a new skin to all their wikis. The "Monaco" skin that you were all used to has been removed by wikia. You now have two options: MonoBook or the New Wikia look. To switch between the two, go to your user preferences, scroll down to the 'Site Layouts' section and and click the radio button to select your preferred option. Rapaho County is located in Georgia in the Dukes of Hazzard.
While trying to find a new place to house his illegal activities, specifically a horse betting parlor, Boss Hogg sets up in Rapaho County. However the new County Commissioner, Billie Tucker is furious and wants it removed. In the end Billie Tucker and her assistant Bull are arrested.
